During last week’s Harbor View Neighborhood Association (HVNA) meeting, representatives from Massport shared plans for mitigation measures related to its North Service Area Optimization project.
The aforementioned project, which has been described by Massport Deputy Director of Community Relations and Federal Affairs, Anthony Guerrero, as “multi-year” and “multi-phased,” includes work to be completed in the area, which is in the northern section of Logan Airport and parallel to the Greenway and MBTA tracks beyond Wood Island Station.
As part of the project, plans include a new large-vehicle storage and maintenance facility, a new vehicle service road, and improvements to the green bus depot, among other aspects.
In addition to mitigation during construction for impacts such as noise, rodents, dust, and more, there are other plans for the community.
The first of which is a Byron Street entrance to the Mary Ellen Welch Greenway.
“We only have two bookend entrances to our section of the Greenway — both at the end of Lovell Street and then going to Constitution Beach,” Guerrero said at last week’s meeting. “This will provide access for anyone that needs to get into the middle.”
The design for this mitigation is nearly complete, and plans call for an accessible path from the Greenway to Byron Street, along with seating, lighting, fencing, and landscaping.
Guerrero said that once the design work is complete, they want to start construction this summer, aiming to complete it by the end of the year.
Other aspects of this mitigation to note include plans for a crosswalk and that the gates would be open and closed, coinciding with the current hours and operations of the Greenway.

In addition to the new Greenway entrance, Massport plans to provide technical upgrades to the Salesian Boys & Girls Club.
“You have a very active area. You guys have your monthly meetings here, Massport has had meetings here in the past,” said Guerrero. “This is not just for the Boys & Girls Club and (Boston Scores), this is seen as a much-needed public space.”
Guerrero mentioned specific plans to improve audio and visual quality in the building. Those include new projectors, pull-down screens, PA kits, acoustic upgrades, and more.
